Raymond F. Gallagher was a New York state politician.
He was the third Chairman of the Erie County, New York Legislature. A Democrat, he represented Buffalo, New York and was Legislature Chairman in 1977. He later served as a New York State Senator and was the Democratic Nominee for New York State Comptroller.[1]
